The upgraded Ultrafast LTE circuitry on the iPad 4 is compatible with more carriers around the world (includes Singapore, Hong Kong, Japan, Korea, UK, Germany, Australia, USA & Canada carriers) compared to the limited compatibility of the iPad 3 LTE circuitry.

Apple have not announced when the iPad 4 will arrive in Malaysia. We predict that the earliest is by the end of November, but it could also be early December or even by the end of the year. No matter how, both iPad 3 and iPad 4 are no doubt the best tablets out there.
